Abstract
James M. Hepbron (1891-1979) was the Police Commissioner of Baltimore, Maryland from 1955 to 1961. In this oral history interview, Hepbron discusses African Americans on the police force during his time as commissioner; Theodore R. McKeldin and the civil rights movement; "Jim Crow" laws; the character and leadership of freedom fighter Lillie May Carroll Jackson; and the National Association for the Advancement of Colored People (NAACP).
